Choose Tokyo Halloween 2026 events by date, from Ikebukuro cosplay to family candy trails. Compare costs, bookings, age limits and street rules.

Tokyo has tightened Halloween street restrictions in response to disruptive behavior and overcrowding. Shibuya Ward (渋谷区) asked people to stay away in 2023 because of street drinking, conflict with residents and concerns about crowd accidents. Peak visitor numbers around Shibuya Station that year fell to about 15,000, roughly 60% of the previous year’s figure.
For your plans, choose an organized event with a set date and venue. There is Ikebukuro (池袋) for taking part in costume, or Kichijoji (吉祥寺) and Machida (町田) for family candy trails. Indoor shows, exhibitions and hotel meals offer other ways to enjoy the season.
For a relaxed outing on your own, you could watch the evening projections at Tokyo Tower or book a seasonal meal at a hotel.

What Shibuya’s request to stay away actually covered
In the mayor’s October 2023 message, Shibuya Ward asked people to avoid coming to the area around Shibuya Station for Halloween on October 31 and the days immediately before it. The reasons were concerns about crowd accidents and disruptive behavior associated with drinking.
Measures have continued, but each year’s announcements need to be considered separately. TV Asahi’s report on the ward’s 2025 press conference described its policy of distinguishing people who celebrate considerately from what it called disruptive Halloween behavior, such as street drinking and blocking passageways. The 2023 request to stay away does not amount to a ban on every event throughout Shibuya in 2026.
Within the designated area around Shibuya Station, however, drinking in public places such as streets and parks is prohibited every day from 18:00 to 05:00 the next morning. This is a year-round rule introduced in October 2024, rather than a Halloween-only restriction. Check the boundaries in the ward’s guidance and area map.
In 2025, temporary fencing was installed around the Hachiko statue (ハチ公像). As of September 15, specific 2026 measures such as fencing and traffic restrictions had not yet been confirmed. Leave gatherings at Hachiko or outside the station out of your plans, and choose an event with a defined time and venue.
Avoid street gatherings and drinking in Shinjuku too
Shinjuku Ward (新宿区) will prohibit street drinking in parts of Shinjuku 3-chome (新宿三丁目) and Kabukicho 1-chome (歌舞伎町一丁目) from 17:00 on October 31 to 05:00 on November 1, 2026. The ward will also ask shops selling alcohol in the restricted area and other relevant areas to refrain from alcohol sales. The ward also plans to close the event space in Cine City Square (シネシティ広場). This does not mean the entire square will be closed; the area concerned is shown in the September 2026 mayoral press conference materials, page 7.
Street drinking and meeting-place etiquette
Never gather on the streets of Kabukicho as an alternative to Shibuya. Even when heading to a restaurant or event you have booked, follow directions on site and avoid blocking passageways or shop entrances while waiting to meet people.
Please avoid drinking alcohol in the street, whether or not you are within a prohibited area. Enjoy drinks in places where the restaurant or venue permits them. Take empty cans and cups with you or put them in designated bins instead of leaving them behind.
Photography etiquette for every area and venue
Wearing a costume is not consent to being photographed or posted on social media. Ask before photographing someone, and do not take the photo if they decline. Get separate permission before sharing photos or videos on social media or elsewhere. For children, check the wishes of both the child and their parent or guardian, and be considerate of people appearing in the background.
Stay out of the roadway and keep sidewalks and entrances clear when taking photos. Follow no-photography signs and staff instructions. Choose by date
October 31, 2026 falls on a Saturday, but family events also take place on earlier weekends. Narrow your choices by the dates of your stay, then compare prices and participation conditions in the area and attraction sections below.

Organized events in Shibuya, Roppongi and Akihabara
Children’s costume contest by Shibuya Station’s east exit
An event run by a shopping association with a set time and registration process is different from a street gathering covered by requests to stay away. On October 17, Inaribashi Square (稲荷橋広場), in front of Shibuya STREAM (渋谷STREAM), hosts a costume contest for children up to and including junior high school students. Advance registration closes at 17:59 on October 16, and there is no entry on the day without registering. Arrive in costume and complete check-in by 14:00 for the 14:30 contest. There is no cloakroom or lockers, and no changing room is listed. The organizer’s page does not state a participation fee, so check when registering. Ask both the child and their parent or guardian before taking photos or posting them on social media. Keep check-in and the contest running smoothly by following the organizer’s directions and avoiding photography that gets in the way.
Roppongi DJ events run from afternoon into evening

MAHARAJA ANNEX in Roppongi (六本木) hosts 7th Trigger vol.3 — Halloween Party on October 31. The venue is on the 7th floor of the Rokumon Building (六門ビル), 6-1-3 Roppongi. The price is ¥3,000 plus one drink with a reservation, or ¥3,600 plus one drink on the day. Submit your name and party size through the official form, then give your reservation name at reception. Changing-space availability will be announced later; age and ID requirements also need checking before you sign up. The same venue also has an Early Halloween Disco on September 27 from 14:00 to 21:00. Roppongi Art Night on October 31–November 1 is an art event held around the same time, so you can also include exhibitions in your plans.
Details of a public Halloween parade at Roppongi Hills have not yet been confirmed for 2026. Check whether this year’s announcement appears in the Hills event listings before adding it to your plans.
Check the organizer’s guidance on photography and recording at DJ performances and exhibitions. Get permission before photographing performers or other visitors, and separate permission before posting them on social media. Keep passageways clear and avoid occupying the space in front of artworks.
Check each Akihabara venue’s offers and charges

In Akihabara (秋葉原), Little Star Rabbit (リトルスターラビット) and Starlight Novel (スターライトノベル) have special menus and other offers from October 29 to November 1. Arriving in costume gives you half off the initial cover charge, available once per day.
The regular price is ¥1,100 including tax for the first 60 minutes, plus one drink. Your stay then extends automatically in 30-minute blocks at ¥550 each, and you must order additional drinks. The costume offer reduces the first cover charge to ¥550, but drinks still cost extra. Ask when your first 60 minutes will end and decide whether to extend your stay to keep track of the cost. The other venue’s pricing follows the same structure.

No changing room is listed, so contact the venue before your visit if you want to change there. Both venues prohibit photos, video and audio recordings of their cast members. Daytime dates and participation tickets
The daytime Ikebukuro Halloween Cosplay Festival, also known as Ikehalo (池ハロ), runs from 10:00 to 18:00 on October 31 and November 1. The parade is scheduled to start at 14:20 on October 31, proceeding from Sunshine 60 Street (サンシャイン60通り) to the front of Tokyo Tatemono Brillia HALL (東京建物Brillia HALL). Prices cover one day, and purchase fees are extra. Preschool children and elementary school children living in Toshima Ward (豊島区) participate free; the latter need documentation showing their address.
Elementary school children and younger children must be accompanied by a parent or guardian. If only the child wears a costume, the accompanying adult needs a paid photographer registration ticket. Ticket and changing-room sex categories
Ikehalo’s organizer requires cosplay participants to buy tickets and use changing rooms according to the sex recorded in their family register. The category is not based on the gender of the character you are portraying. This is an Ikehalo participation policy. Preschool children may use the changing room corresponding to their parent or guardian’s sex. However, the organizer may refuse a child’s entry to a changing room for the opposite sex at its discretion. Children’s changing-room conditions
Buy your ticket and change at the venue
If buying from outside Japan, follow the international sales link on the official English page. Its conditions differ from registration for domestic ticketing services, so check payment and ticket collection or delivery methods on the linked page.
- Choose your participation date and buy a cosplay registration ticket.
- Arrive in ordinary clothes at the regular check-in area on the 4th floor of the World Import Mart Building (ワールドインポートマートビル) in Sunshine City (サンシャインシティ).
- After checking in, cosplay participants change in the official changing rooms.
- Enjoy the stages and activities while following the venue’s rules.
- Return to the changing room and put your ordinary clothes back on before leaving.

You cannot change into costume at an ordinary hotel or at home and then arrive in costume. Exceptions apply to designated hotel packages and other specified arrangements. Costume participation and changing rules
The complex entrance is about an eight-minute walk from Ikebukuro Station Exit 35, or about three minutes through the underground passage from Higashi-ikebukuro Station (東池袋駅) Exits 6 and 7. Allow additional time to reach check-in inside the building and wait in line.
Photography restrictions at Ikehalo
Ikehalo prohibits photographing people without their consent and publishing photos or videos without consent. Photography is restricted to designated areas. It is also prohibited in changing rooms, toilets and their entrances, while walking, and from excessively low angles. Be careful about including passersby in the frame and obstructing their path. If you come to photograph or interact with cosplay participants, registration is required even when using a smartphone. People without costumes need a photographer registration ticket; those wearing costumes need a cosplay registration ticket. Having a ticket does not permit photography without consent. Ikehalo Night is for ages 18 and older
Ikehalo Night, from 16:30 to 22:30 on October 30, is open to people aged 18 and older, excluding high school students. ID is required. Tickets cost ¥3,480 in advance or ¥3,980 on the day. You must finish changing and leave by 22:30. Check the night ticket prices, ID requirements and finishing time before buying.

Join a family candy trail
Kichijoji, Omotesando, Futako-tamagawa and Tama Center
Participation passes and candy supplies are limited. If you are visiting during a trip, check how to receive your pass as well as where to meet on the day.

At Kichijoji, each child who wants to collect candy needs one pass; accompanying adults do not need one. Paid-entry passes are mailed, while free lottery-entry passes are collected on site. Travelers applying for paid entry without a Japanese address should ask their accommodation whether it can receive the pass before purchasing. For Toyosu, apply separately for each child by September 26. Successful applicants are due to be notified by October 9. Short neighborhood outings
The Senzoku (洗足) Halloween festival is on October 10, with free participation for junior high school students and younger children. The first 250 participants to answer every quiz question correctly receive candy and other items. Komaba (駒場) holds its trail on October 24, also for junior high school students and younger children. Each child needs a shopping-street receipt totaling at least ¥1,000 including tax. This is a purchase requirement, not a participation fee.
Shikinokaori Rose Garden (四季の香ローズガーデン) in Nerima (練馬) has a ghost hunt for elementary school children and younger children on October 24 and 25, from 14:00 to 15:00. Garden admission is free, and the activity is limited to the first 150 participants each day. Some craft activities cost extra.
Tokyo Hyakkiyako (東京百鬼夜行) in Koenji (高円寺) is on October 24. Joining the 14:30 yokai parade in costume requires advance registration and costs ¥3,000 for adults or ¥1,000 for elementary school children and younger children.
Photographing children and keeping candy trails clear
Ask both the child and their parent or guardian before photographing other children or posting them on social media. Even when photographing your own family, be considerate of other children appearing in the background. Keep the entrances and queues at candy-giving shops clear, and follow each organizer’s photography rules.
Choose indoor attractions, amusement parks or horror
For photography and recording inside attractions, check the restrictions for each show, exhibit or ride and follow staff guidance. Get permission before photographing other visitors or posting them on social media, and keep entrances and passageways clear.
Asakusa Hanayashiki and Toshimaen
Asakusa Kaien Yako (浅草怪宴夜行) at Hanayashiki (花やしき) is a horror event that takes you through the amusement park after regular closing time. It runs on 20 selected dates from October 4 to 30, with doors opening at 18:30, a start time of 18:50 and a scheduled finish of 21:00. There is no performance on October 31. Advance tickets are ¥4,800 at the regular rate or ¥4,000 with the student discount; participants must be elementary school age or older. Dark spaces, loud sounds and other intense effects make another option more suitable for children who dislike frightening experiences. A separate ticket from daytime admission is required.
Warner Bros. Studio Tour Tokyo in Toshimaen (豊島園) holds its Dark Arts Halloween event from September 10 to November 8. Timed-entry tickets cost ¥6,300–¥7,300 for ages 18 and older, ¥5,200–¥6,000 for ages 12–17, and ¥3,800–¥4,400 for ages 4–11.
The separately sold night tour runs on selected dates from September 25 to November 7. It follows a limited route lasting about one hour, in Japanese only. It costs ¥5,500 and differs from the regular full studio visit. Children under 12 need an accompanying adult. Reservations close seven days before participation.
Puroland has different daytime and nighttime age limits

Sanrio Puroland’s Halloween event in Tama Center runs from September 11 to November 3 at the indoor park. You need both an admission passport and a visit reservation. The official e-passport, purchased after registering with Sanrio+, includes the reservation. Display the ticket on your smartphone at entry.
On October 31, a one-day ticket at the gate costs ¥5,600 for adults or ¥4,500 for children and seniors. The child category covers ages 3–17 and high school students. Official e-passports are ¥100 cheaper in each category. Prices vary by date, so compare the prices for the day you want to visit.
On applicable weekends and public holidays, the boat ride switches to its horror version after 16:00 once preparations are complete. The horror version is for junior high school students and older visitors, and the regular version stops operating during that period. SPOOKY PUMPKIN on the night of October 31 is a music event for ages 20 and older. Doors open at 21:30, performances start at 22:00, and the event ends at 05:00 the next morning. Advance tickets are ¥13,800, with general sales starting at 10:00 on October 3. This is separate from daytime admission. You need an original photo ID, and re-entry is not allowed. Food and drink purchases are cash only.
The current presale is for members with verified phone numbers, and verification requires a Japanese mobile number and an incoming voice call. Check the application and ticket-issuance conditions for the October 3 general sale once published. If buying from outside Japan, confirm that a sales method is available to you before arranging transport or accommodation after the event.
Tokyo Tower and planetariums

Tokyo Tower’s Halloween projections run from September 11 to October 31, with images projected onto the Main Deck windows. There is no additional event charge; the ¥1,500 adult Main Deck admission covers it. From October 3, the projections run from 17:30 to 22:50, with last entry to the observation deck at 22:30.
Planetaria TOKYO in Yurakucho (有楽町) and Tenku (天空) in Oshiage (押上) show the Halloween Welcome Dome video from September 17 to October 31. It plays before selected main programs and requires a regular admission ticket. Age restrictions vary by program; healing programs are for elementary school age and older.
Photography during the main planetarium program is prohibited. Follow the official photography guidance and distinguish between the video before the program and the main feature.
Attractions for playing together as a family

Nail art or small accessories alone do not qualify for Yomiuriland’s costume discount. Changing in toilets is prohibited, and costumes and props are subject to restrictions. Check the costume conditions before preparing. For LEGOLAND, choose your preferred date when purchasing a timed-entry ticket.
Enjoy Halloween over a meal
If you would rather spend time over a meal than dress up or walk around town, October afternoon teas are another option. Service charges are handled differently at each venue, so check whether the advertised price is the final total before comparing.

These totals add a 13% service charge at Shinjuku Prince Hotel and a 15% service charge at Chinzanso to the advertised tax-inclusive prices.
Grand Hyatt’s Halloween afternoon tea in Roppongi costs ¥6,600 including tax, with a service charge added separately. This is an October offer, but the announcement lists both October 30 and 31 as the end date. For a visit at the end of the month, check availability for your chosen date in the booking system. JW Marriott in Takanawa (高輪) has an October 1–31 plan for ¥8,500 including tax and service charge.
Families can also compare the Royal Park Hotel dinner buffet in Nihonbashi (日本橋). It runs on Fridays, Saturdays, Sundays and public holidays from October 2 to 31, at ¥8,500 for adults and ¥4,500 for ages 4–12, including tax and service charge. Book a Friday visit in advance by calling the hotel or using its official site, and request the offer: one child aged 4–12 in costume eats free per adult. It cannot be combined with other offers. Face-covering costumes and certain other outfits are prohibited, and there are no changing facilities.
Check whether photography is allowed inside the restaurant. Get permission before photographing other guests or staff, and before posting them on social media. When photographing food, avoid including other people in the frame and keep buffet queues and passageways clear.
Disney is a nearby option in Chiba

At Tokyo Disney Resort in Urayasu (浦安市), Chiba Prefecture (千葉県), the Halloween event runs from September 16 to October 31, but junior high school students and older visitors may wear full costumes only from September 15 to 30 and October 16 to 31. An adult 1-Day Passport for October 31 costs ¥12,400 at either park, for ages 18 and older. To find your family’s total, including children’s tickets, select the park, date and age categories on the official website.
You cannot change clothes inside the parks. Get ready at your accommodation or use a changing room outside the parks that requires a reservation. Long hems, face-covering outfits and other costume details are subject to conditions, so check both your costume and changing arrangements in the costume guide.
The organizer asks visitors to obtain permission before photographing other guests and to be considerate of people appearing in the background. Costume, makeup and prop rules still apply while taking photos. Avoid obstructing passageways or occupying spaces, and follow the official photography and costume etiquette. Plan your budget and journey home
Add train fares and food to the participation fee
These examples assume one adult traveling from Shinjuku, with a participation fee, a return train journey and an illustrative ¥1,500 food allowance. Accommodation, costumes, extra activities and purchase fees are excluded.

The fares are ¥199 one way with an IC card on JR from Shinjuku to Ikebukuro, and ¥356 one way with an IC card on Keio from Shinjuku to Keio-tama-center (京王多摩センター). The calculations use Ikehalo’s registration tickets and Puro’s date-specific prices. If your accommodation is near a different station, substitute the return fare from there.
With an ¥8,000 daily budget, the amount left for accommodation, costumes, fees and other expenses is ¥3,122 for Ikehalo or ¥288 for Puro. Subtract the cost of your booked accommodation from that balance to see what remains for costumes and extra activities.

These examples exclude transport, food, costumes and purchase fees. The Ikehalo example assumes both children wear costumes and includes general advance registration for both parents.

Changing plans for rain, sold-out tickets or the last train
Outdoor shows and parades may change with the weather, so check that day’s updates from the organizer before setting off. If a child is too young for a horror event or you cannot buy an evening ticket, consider a daytime event or an indoor show instead.
If it rains in Ikebukuro on October 31, Manten Planetarium (プラネタリウム満天) is another option. Its Halloween video runs before selected programs through October 31. With preschool children, you can choose the eligible program Doraemon: Toki no Himitsu (ドラえもん 時間のひみつ). Before traveling there, open the screening schedule and seat availability; for the family example above, make sure four seats are available before buying.
